Business Associations of Armenia have been provided an opportunity to push forward their recommendations on AAP2015 –PFRP on public procurement and tax reforms.
Representative of European Delegation to Armenia Ludovic Ciechanowski presented number of indicators from the public policy’s performance assessment framework (PAF) for variable tranche conditionality that the delegations should select, in agreement with the authorities and in co-ordination with other partners and development organizations.
It is a great opportunity to be involved in the ongoing discussions between the EU and Armenian government on the selected indicators that should meet business environment transparency objectives and efficiency.
Business Associations of Armenia discussed recommendations on Public Procurement procedure improvement that should be applied by the Government to make the process more efficient, transparent and fair.
1) To split tenders into different modules so that more suppliers could participate and offer better prices.
2) Not only the price should be the main criteria in the decision making process. Even more, price should be disclosed only after the first round of selection is over.
3) The list of upcoming tenders should be publicly announced as soon as its fixed in the Budget Planning so that companies have more time to be well prepared to attend the tender.
4) The body that is responsible for the Processing of Public Procurement procedure complaints should be separated from the application evaluation/selection process. There should be independent body established for that purpose.
5) To improve the on-line procedure of applying and monitoring of Public Procurement process (www.gnumner.am, www.armeps.am).
